Creates a new taxon record with the provided attributes.
The payload must include the name (indicating the level of the hierarchy) and the taxon value.
Optionally, you can specify a parent taxon ID, a SNOMED code, and the active status.
Required Permission: Controller: api_v2_reference_data, Action: taxons_create.
