Creates a new payment term record with the provided attributes.
The payload must include a shortcode and a longname.
Optionally, you can specify the number of days, whether the term should begin at the start of the next month,
and the active status of the payment term.
Required Permission: Controller: api_v2_reference_data, Action: payment_terms_create.
