Updates an existing non test record with new attribute values.
The request must include the unique identifier of the non test and the updated attributes.
You can update the short name, long name, description, default price, exemption flags,
price editability, negative price allowance, discipline association, and active status.
Required Permission: Controller: api_v2_reference_data, Action: non_tests_update.
