Creates a new lab section record with the provided attributes.
The payload must include a short name, long name, parent lab ID, priority, and discipline ID.
Optionally, you can assign a default case coordinator, a default master coordinator,
set the prelim report flag, mark the lab section as private, define its reporting order,
and specify its active status.
Required Permission: Controller: api_v2_reference_data, Action: lab_sections_create.
