Creates a new non test record with the provided attributes.
The payload must include a short name and a long name.
Optionally, you can provide a description, default price, discount and tax exemption flags,
a flag indicating if the price is editable, whether negative prices are allowed,
the associated discipline ID, and the active status.
Required Permission: Controller: api_v2_reference_data, Action: non_tests_create.
