Mark a non test as deleted

DELETE https://demo.labs.tracefirst.com/api/v2/non_tests/{id}

Marks a non test record as deleted using soft deletion.
This operation flags the non test as deleted without permanently removing it from the system.

Required Permission: Controller: api_v2_reference_data, Action: non_tests_destroy.
