Creates a new defined result record with the provided attributes.
The payload must include a short name, long name, and the associated Result Group ID.
Additional optional attributes such as note, effective/end dates, messaging options, and visual settings may also be provided.
Required Permission: Controller: api_v2_reference_data, Action: defined_results_create.
