Creates a new specimen type record with the provided attributes.
The payload must include a short name and a long name.
Optionally, you can provide a SNOMED code, a flag indicating if the specimen type is non-animal,
and the active status.
Required Permission: Controller: api_v2_reference_data, Action: specimen_types_create.
