Creates a new lab record with the provided attributes.
The payload must include the lab name and short code.
Additional attributes such as phone numbers, fax, NAHLN OID, color, premises ID, website,
and active status may also be provided.
Address attributes are required within the lab payload to set the lab's address.
Optionally, you can include billing address attributes or set the flag to copy the lab address to the billing address.
